Witch-tube and Extract-J

I opened more than a hundred flasks, but Witch-Tube and Extract-J are still unlocked. All the other things in Powerup are above level 10. Are there any specific ways to unlock these two? Please help me!

Unfortunately, there is no specific way to get these two powerups except opening flasks.
Can I please have your game ID to investigate if there is any data error?
