Can I upgrade normal items into legendary items?

Hi,

Do you mean to upgrade the Star level of the equipments?
Actually, upgrade Star level is not an good option.

I had tried two settings:

  1. upgrade star 3 weapon to star 5 with lv180.
  2. Level up original star 5 weapon.

When original star 5 weapon level up to LV135, it has higher atk then setting 1.

I want to know if a normal 5 star item which can be buy from shop can be transformed in a green item(set equipment).

No, they are not allowed to transform.
