Bug on Passive Skills?

I have a question about Passive Skills.

I have Magical Attack ll with level30, which gives me +2.80K increase in magic attack.

But on the other hand, I also have Magical Attack lll with the same level30, but this one only gives me +2.10K increase. This is lower than Magical Attack ll.

I thought lll was stronger than ll but it turned out to be opposite… Is it a bug?

Hi, I’ve confirmed that this is by design. Skill III is superior because it can be leveled up to LV 50. Here’s a screenshot of the maxed skill.
